The Local Governance and Community Development Programme is a national programme under Ministry of Federal Affairs and Local Development and coordinated by the respective District Development Committees. Focused in improving the local governance system and community development, the programme provides overall framework for strengthening  decentralization, devolution and improved local governance system for the effective delivery of basic services and the empowerment of citizens, especially women, children and Disadvantaged Groups (DAGs) and their institutions.

Aiming to decrease the gap between have and have-nots through awareness and other developmental activities through Ward Citizen Forum and Citizen Awareness Centres, the LGCDP programme with the support from DDC have been launched by ARSOW-Nepal different parts Kavrepalanchowk district.

The overall goal of the programme is to contribute towards poverty reduction through better local governance and community development.
